Introduction
Since very soon after the founding of the INU, the Supreme Council has acted as a collective leader for the region. It was created to ensure a basic democracy even in the executive decisions of the INU, which was a commendable purpose. However, in the recent past, relying on multiple people for an executive position has proven inefficient and somewhat unreliable. To increase regional efficiency and form a greater sense of centralized leadership, the three-person group should be reduced to a single regional leader.

Arguments
--A three-person council takes much longer to decide on an issue than does a single leader, which makes important decisions highly inefficient.

--Having a single leader would greatly increase political competition and would push more nations to become active in the region to compete for the seat of leadership in the INU.

--Weighing the task of leadership on one person develops much more responsibility in that person, as the region looks to him/her to make good decisions and react wisely to regional issues.

--A single leader has more influence over government than do three people, meaning his/her administration is much more capable of implementing its own unique programs and reforms.

--One leader, because of greater influence, can be a much greater motivator and inspiration to others than can a group of three, potentially bringing the region closer and helping to forge more direct relationships with other regions.

--Two additional reforms, if passed, will completely prevent the Chancellor from abuses of power. The first is the creation of an Enforcement Commission, which will assume all duties involving discharging officials from office due to inactivity or breaking the rules (the Supreme Council has that ability now), and the second is the creation of an impeachment/conviction process, which will give the INUCA the ability to convict officials who abuse authority.

Provisions
To increase government efficiency and to make its programs more effective, the following will be done:

--The current office of the Supreme Council will be reduced to an office of only 1 leader, called the regional Chancellor.

--The Chancellor will assume all the duties and authorities of the Supreme Council.

--An election process identical to that of the Supreme Council will be utilized for the Chancellor, with the exception of a minimum 1 candidate rather than 3.

Implementation
The following procedure will be taken to carry out the provisions:

--The current Supreme Council Executive will be placed as the first regional Chancellor, to serve for the remainder of the current term until elections.

--The two remaining Supreme Council nations will automatically be transferred, with their consent, to the regional Enforcement Commission, should its establishment be approved by the INUCA and Chancellor when the bill is presented to the legislature.

As you know, having 1 person as the supreme council would give him enormous amounts of power which may corrupt him. Besides that, if that 1 person is inactive then the proposals that were sent to him/her wouldn't be approved or unapproved however in a three membered supreme council, if there is inactivity then either 1 supreme council member or 2 council members would at least be there to approve/unapproved the acts. A three membered supreme council wouldn't be too powerful because the power is shared like what the romans did in the Roman Republic.

The ideas of 1 chancellor may collide with his job to bring the region to its best whereas a three membered council would be able to share their ideas and debate about whether to approve an act or to unapprove an act although the chances of that happening to the three council member is possible but it would minimize the chances of it happening.

We will have another act up soon to fix that, It will allow the INUCA to impeach any official (including the Chancellor) if he is corrupt. Besides he cannot disband any other government office so he will never be in complete power.

Like I previously stated, if he becomes corrupt the INUCA can impeach him, much like the US Congress can to the President.

Against because one leader should not have all that power, even if he's able to be impeached, it's no guarantee he will be successfully impeached.
