Introduction
In previous elections, a considerable problem has arisen when too few candidates are acquired to fill the needed seats in government. This in turn makes elections last longer than planned and frequently leads to seats being filled by quick replacements who may eventually prove not to be very useful in regional office. This problem is partially due to the system of nominations, which, although beneficial to the merit of candidates, greatly impedes the process of producing candidates due to the system's reliance on a circle of active nations nominating one another. Rather than use nominations, a basic volunteering system can be used to acquire more candidates, the less-desirable of which can be removed by election referenda.
Arguments
--The nomination system requires a mutual circle of nations nominating the same people for office again and again, making the system inefficient and ineffective
--Nominations take much longer to acquire candidates than does volunteering
--Although a volunteering system does not always produce as high-quality candidates, those that are not approvable will be defeated in election votes anyway
--A useful balance between nominations and volunteering can be established by separating party and non-party procedures
Provisions
The following system will be used to acquire non-party (nations that are not members of a party of 5 or more members) candidates:
--During elections, the nomination period of each office will be changed to a volunteering period.
--At the beginning of each election, the start of the volunteering period must be announced in addition to the length of the volunteering period.
--Nations who wish to volunteer for an office must post a volunteering message on the Regional Message Board during that office's volunteering period. Messages that are posted before or after the volunteering period will not be counted.
--Nations that volunteer for an office automatically become candidates for that office.
The following system will be used to acquire party (nations that are members of a party of 5 or more members) candidates:
--Any political party may have its own nomination or volunteering process to determine candidates for an office.
--Nations that are selected by a party to run for a particular office must be posted publicly on the Regional Message Board during the volunteering period for that office. The party nominees must confirm their candidacy on the Regional Message Board before the end of the volunteering period to become candidates.
--Current restrictions on the number of candidates each party can have will be abolished; each party will have authority to decide the number of candidates it nominates for a given office.
Implementation
The following procedures will be taken to enforce the volunteering system for candidates:
--Volunteer messages that are posted outside of the volunteering period for the intended office will not be counted.
--Party nominees who do not confirm their candidacy on the Regional Message Board will not be counted as candidates.
