Recruitment is one of the most important jobs in a region; without it, a region cannot grow and will eventually deteriorate and fail. As a result, particular attention should be paid to how recruitment is done and how successful the system is. Unless a region is very large and has a considerable pool of nations skilled at and willing to do recruitment, it is risky to rely on a single person for the growth of the region; instead, a group of nations should gain experience together to keep the region constantly expanding.


--Relying on a single recruiter is unwise, as the region's growth is halted if that nation goes inactive.
--Employing a group of recruiters makes the task much more manageable for each person.
--Several recruiters can send far more invitations than only one can.
--A group of recruiters means the region has multiple people who are experienced at the job, which means one or two inactive recruiters don't completely stop regional growth.


The following will be done to improve regional recruitment:

--The office of Secretary of Recruitment will officially be changed to the Recruitment Board. The Recruitment Board will consist of 4 nations: a Director of Recruitment and three additional recruiters.

--The Secretary of Recruitment election will be replaced with an identical election for the Director of Recruitment.

--After being elected, the Director of Recruitment will be required to appoint three recruiters to the Board. The appointees must agree to be on the Board, but the agreement does not need to be public. Appointees are permitted to serve another government office, but the Director cannot. The appointees are to be telegrammed to the WA delegate and/or regional founder as soon as they are selected; all three additional recruiters must be acquired within one week of the Director's election.

--Once all three appointments are made, the Director of Recruitment will divide the task of recruitment between himself/herself and the rest of the Board in one of two ways: either by region (The North Pacific, The South Pacific, etc) or by type of nation (WA members, new nations, refounded nations, etc).

--The Director of Recruitment will have authority over the telegrams used by the other recruiters; he/she may require that a specific telegram be used, or he/she may allow each recruiter to write his/her own telegrams.

--Before recruitment operations begin, the Director of Recruitment is required to telegram the Introduction to Recruitment document to the three other recruiters.

--Each member of the Recruitment Board will be required to recruit a minimum of 1 nation every 2 weeks; nations invited by a recruiter must be within his/her assigned region or type of nation.

--The three additional recruiters on the Board will each be required to telegram the Director of Recruitment every two weeks of the government term (starting on the first day of the term) with the nations he/she successfully recruited to the region. The Director of Recruitment will post a recruitment report on the Regional Message Board every two weeks with this data, including his/her own recruitment record for the two weeks. The report will include the exact nations recruited by each member of the Board in the two-week period. Reports will be used to determine if each recruiter is meeting the minimum and will be used to find uninvited nations that have arrived in the region. A recruitment report for each two-week period must be posted within four days of the end of the two weeks.


--The current Secretary of Recruitment will be changed to the first Director of Recruitment, and will be required to appoint three recruiters within one week of the passage of this act.

--The Introduction to Recruitment document is to be written by the current Secretary of Recruitment immediately after this act is passed. It is to be placed permanently on the regional website.

--Recruitment reports will be reviewed by the Supreme Council. Any recruiter (including the Director) that has not met the 1-nation per 2-week minimum will be held for inactivity, and the Supreme Council will vote to keep or discharge him/her from office. If the Director of Recruitment does not post a recruitment report within the 4 days following the end of the 2 weeks, he/she will likewise be held for inactivity.

--Nations that arrive who are not listed on a recruitment report will be sent a telegram by the founder questioning their purpose for being in the region. If no telegram is received while the nation is active or if the nation provides a malevolent or suspicious answer, the nation will be ejected from the region. Nations that arrive who are found to have worked previously in a raider region will be similarly ejected.
