Introduction:
In the light of the threat that the Black Riders here after known as TBR pose to our region and other allied regions small team of personnel will be assigned to review new nations petitions for citizenship and report to the Minister for Recruitment and the Minister for Intelligence all findings of that nation’s past activity.
Arguments:
- The INU recently had a puppet nation of TBR attempt to join the region.
- As a defender region we need to ensure all defense activities carried out by our region and allied regions and organizations remain secure.
- As a region we need to ensure only those nations with a clear honest history join the INU.
Provisions and Implementation:
The following position would be created under the Minister for Immigration, Undersecretary for Immigration Security. This Undersecretary would report findings to both the Minister for Intelligence and the Minister for Immigration in regards to nations that are attempting to join the INU or have entered the region without a direct invite of the founder or member of government.
The Undersecretary for Immigration Security will carry out the following in the performance of his duties:
1. Review past regional moves to see if they fit an established pattern of raiding behavior
2. Review Nation Flags to see if they conform to known TBR or other raider themes and symbols
3. Review Facebook to see if any posts can be flagged as supporting TBR or other raider regions
4. Review Nation’s history and look for activity that indicates support or endorsement of TBR or raiding regions (IE for a WA nation, endorsements of known TBR members or endorsements of known TBR WA Delegates)
5. Review nations past Regional Message Board Post in the regions that nation was a part of to see if they fit posts of known raiders.
6. If practical review roleplaying posts and verify that the nation does not roll play as an aggressor.
The Undersecretary will not review members that are directly invited to the region by its founder.
The Undersecretary will at no time review already established citizen nations of the region and will not carry out investigations on member nations.
The Undersecretary will be appointed by the Minister for Immigration with the approval of the Supreme Council. The Undersecretary may not be a current member of government but may be a member of the INUCA and if appointed be able to remain a member of the INUCA.

NOTE: This is just my opinion as Adviser, thus I'm not FOR or AGAINST this measure.

Ok, I'm all for a more careful immigration control, but I think some measures here might be a little bit too extreme. I do not think that searching through someone's Facebook account is even a plausible idea. Also, searching through someone's RPs to check if they are agressive RPers shouldn't be a factor in deciding wether or not they should be allowed. As for the rest, I think it is a great idea. If you wish you can re-write it, but then again, it is just my personal opinion as Adviser.
