Defense Reorganization Act

Introduction
Since the creation of the INU Defense Organization, inactivity in the military has been a significant problem. Accompanying it is the difficulty of sufficiently filling four different categories of jobs within the organization, one in the military and three in intelligence. Allowing these problems to continue unresolved will be a devastating obstacle to future INU campaigns against raider forces across NationStates. Noting this, solutions need to be implemented to correct these flaws within the defense organization, to allow it to function efficiently and reliably. With a more effective organization within the INUDO, our military forces will have much greater long-term success and progress in combat against raiders. To repair the current problems, the Documentation and Data Collection divisions must be disbanded, and a military nation activity requirement must be established.
Arguments
--Numerous nations in the military have been, and are, inactive; the nations in our military must be fully reliable in order for us to fight raiders successfully.
--Shrinking the Intelligence Branch will free more nations to contribute to the more critical jobs in Infiltration or the military, or simply devote more time to their government or domestic jobs in the region.
--The tasks of Data Collection and Documentation can quickly be accomplished by single officers through NS++.
--Enforcing activity for military nations will remove inconsistent nations from our forces, ensuring those who remain in the military can be fully relied upon.
Provisions
To make the organization of INUDO more efficient and simple, the following will be done:
--The Data Collection Division and the Documentation Division within the Intelligence Branch will be officially disbanded.
--Military officers--captains, commanders, and generals--will be required to be NationStates++ users, to ensure their capability of gathering accurate data about target regions.
--Nations in the defense organization, including both the military and Infiltration, cannot be inactive for more than 5 days without a previous notification of the defense minister.
--The INU Defense Plan will be modified to accommodate these changes.
Implementation
To enforce the provisions of this act, the following procedures will be taken:
--The application areas for Data Collection and Documentation will be removed from the forum, and all related information will be removed from the website, by the founder immediately after passage of this law.
--The defense minister will be required to check for NS++ membership in all nations applying to be a unit captain. Those who do not use NS++ will not be considered until they have acquired it.
--The defense minister will be given authority to remove nations from the military who have been inactive for 5 days or more. When removing a nation, the minister will telegram the nation being removed and will delete the nation's application to join the military or will remove the nation from the unit's forum group.
--The defense minister will be given moderation powers for the military section of the forum.
--The intelligence minister will be given authority to remove nations from the Infiltration Division who have been inactive for 5 days or more. When removing a nation, the minister will telegram the nation being removed and will delete the nation's application to join the Infiltration Division or will remove the nation from the team's forum group.
--The intelligence minister will be given moderation powers for the intelligence section of the forum.
--The founder will revise the INU Defense Plan immediately after passage of this law.
